Since the PLC was not a legal entity, the 60 Legco members were elected by a 400-member Selection Committee of the Government of the HKSAR on 21 December 1996. This same Committee also elected the first Chief Executive of the HKSAR.
The Committee elected 60 councillors for 5,789 candidates running from sectional grouping.

Unlike elections prior and after the 1st of July 1997, the Provisional Legislative Council (PLC) was established by the Preparatory Committee of the Hong Kong Special Administrative Region via a resolution by the Second Plenary Session on 24 March 1996.Since the PLC was not a legal entity, the 60 Legco members were elected by a 400-member Selection Committee of the Government of the HKSAR on 21 December 1996. This same Committee also elected the first Chief Executive of the HKSAR.
