Would it be possible, using energy, to generate a human clone at an arbitrary position in space and time? And if so, then would time, space and matter all be considered inter-changeable forms of energy??

If it was possible to implant memories in a human clone in a way that the clone could be composed from matter in its absolute basic form. Would it be possible to time travel or even teleport?

No, I don't believe so. If humans could be cloned, and the clones would be made from matter in its absolute basic form, as you said, teleportation and sharing memories would need more technology (and/or another method).
