Depends on what you mean by goods. Actually, the scarcity and economics thing-- i.e, "the economic problem"-- typically has to do with the scarcity of economic resources, aka the factors of production-- land, labour, capital, and entrepreneurship-- and the fact that they are limited. That is, though human wants are unlimited, the means with which we have to satisfy them aren't.
