Yes, many socialist governments are single man rulers but most of them work for the common good of all men as opposed to capitalism

It depends what you classify as Socialism, Canada, Britian, France, Norway, are just a few of the countries that are called socialists. There is no way you can class them as countries ruled by one man far from it actually.
