NDPB relation to Parliament

There seems to be a contradiction regarding the accountability of NDPBs to Parliament and not to the government or executive branch. If NDPBs are founded by departments and appointed by ministers, under the convention of ministerial responsibility (some use the term accountability, but in Canada there is a preference to using responsibility)they ought to be responsible to the "home" minister. The only bodies in Ontario that are not accountable to government (and to keep it simple) are officers of the legislative assembly(e.g. the Auditor General). Although these individuals are initially funded by the government, the budget of the Board of Internal Economy is subsequently increased to reflect this new responsibility.
If I've got the UK system correct, what's the rationale for this arrangement? And how are members of NDPBs dismissed (or held to account) if not by a minister or Cabinet? Parliament could not have such power as it would be carrying out the work of the administration. Even legislative officers usually require all party agreement and cannot simply be dismissed by a majority of the members.
