There are many books, articles, discussions using the word "internment" of Japanese and Japanese Americans during World War II improperly. The FBI had a list of Japanese, German and Italian nationals on an "ABC" list of possible enemy spies before the USA entered World War II. Most of these individuals were interned in Justice camps by the end of February 1942. Fort Lincoln North dakota was one such camp that initially held Italian merchant marine sailors whose visas ran out and were held in that Justice camp. A compound was build within their compound in the summer of 1941 which eventually held ABC internees transfered from Hawaii.
The rest of the people of Japanese ancestry were evacuated from the Western Defense Command to Concentration camps of War Relocation Centers run by the civilian War Relocation Authority.
The Manzanar National Park website has definitions that are acceptable useage of internment.
