Put 400,000 troops on the ground,on line ready to invade the mountains.Carpet Bomb,(twice)the mountains,have artillery in place to follow up the bombardment,on the "creeping barrage" system.Send in the troops to clean up and make safe. You have to have troops on the ground. You can't operate in a country like Afghanistan without sufficient troops which, is the reason I feel why we haven't come to grips with the Taliban and the Pakistan border to date.
The Pakistan border is a problem.With 400,000 troops it could stop being a problem.
