The Steady State theory says that while the universe is constantly expanding, it remains statistically unchanged as new matter is created constantly.

New matter is constantly being created through the construction of solar systems and stars from the dispersed hydrogen in space. This occurs within infinite space and time. Interestingly, hydrogen is itself never constructed and yet exists infinitly.
