Off-peak electricity would be used to pump water from the Great Lakes to storage reservoirs along the way to just east of the Rocky mountains. Wind farms could use aquaduct right of way to get established. Electic power could cogenerate heat for distilling ethanol from corn fermentation, which would make it more competitive with Brazilian sugar cane ethanol fuel. Beneficiaries would include during drought Mississippi River and Missouri River water users. If reverse osmosis gets cheap enough, all of Texas, instead of just close to the ocean, would benefit.
