What part of the National Historic Preservation Act of 1966 helped save Michigan Central Station from demolition in April of 2009?

I would assume it's Section 106, which provides for a review process for buildings listed on the National Register of Historic Places that are threatened by actions that would use federal money or licensing. But the act doesn't save the building outright; it sets up a process whereby it can be saved.
