Until 1935 there were no restrictions on borrowing far more than tangible assets value (debt ratio). The huge loans were based on projected future earnings. A similar scenario again returned into vogue in the late 1990's with the Carter administrations long dormant 'Community Re-investment Act' being given 'power of enforcement' by the Clinton administrations Congress.
