As time passed, restrictions on who could cross the Wall were eased somewhat. At first, no Eastern German could cross the Wall, but starting in 1964, exceptions were made for pensioners, family visits, and professionals who needed to travel for work.

Westerners and Western Germans could receive day-trip visas for East Berlin only at the border, but officials reserved the right to deny entry for any reason.
