In August, 2006, following reported differences with Chávez during his recent international tour, Presidential Secretary Delcy Rodríguez was replaced by Adán Chávez. Adán Chávez had previously been the ambassador to Cuba. The Charlotte Observer
reports that the author of several books on Chávez, Alberto Garrido, argues "A much more hard-line phase [of Chávez rule] is beginning and Chávez needs a reliable and radical team around him. Other intellectualls believe Chavez is only changing the oppressive regime that has inhabited Venezuela for over 100 years with a different vision that will benefit all Venezuelans of all classes, this is revolutionary." Adán is older than his brother and was involved with pro-guerrilla groups before Hugo.
Adán Chávez was designated by his brother as Minister of Education in January 2007. In the United Socialist Party of Venezuela
's primary election on June 1, 2008, he was chosen as the party's candidate to succeed his father, Hugo de los Reyes Chávez

in the November 2008 election.
As speculations about Hugo Chávez's health mounted, Adan Chávez declared in July 2011 that the PSUV should contemplate the use of violence to keep in power:
“It would be inexcusable to limit ourselves to only the electoral and not see other forms of struggle, including the armed struggle.”
