In 1874, 1875 and 1876, Wikoff was Chairman of the Republican State Executive Committee. In 1876, he was appointed Adjutant General by Governor Rutherford B. Hayes

In December, 1885, Wikoff was appointed receiver of the Cleveland and Marietta Railroad, and had charge of the property until 1893. In 1896 he was appointed to the Ohio Canal Commission by Governor Asa S. Bushnell. He was re-appointed by Governor Nash

in 1900, and served until he died July 22, 1902.
