. From July 1872, to July 1876 he was the sheriff of the county. In 1876, Tozier was elected to a two-year term in the Oregon House of Representatives
as a Republican representing the county during the 1876 legislative session. He also was on Hillsboro's first city council that year, serving from 1876 to 1877. In 1877, he was elected as the second mayor of the city, which is the county seat and incorporated in 1876. Tozier was mayor from December 10, 1877 to December 3, 1878. Charles T.
