in 1924. He was admitted to the bar
in 1927 and commenced the practice of law in New York City. He was a member of the New York State Assembly
from 1928 to 1935 and was elected judge of the Municipal Court of New York City in 1935. He was reelected in 1945 for a ten year term, and served until his resignation on December 31, 1948.
McGrath was elected as a Democrat to the Eighty-first
and Eighty-second
Congresses, holding office from January 3, 1949 to January 3, 1953; he was not a candidate for renomination in 1952. He was elected judge of the Surrogate's Court of Bronx County in 1952 for a fourteen-year term, and was reelected in 1966. He was a former member of faculty of Fordham University School of Law, and was a resident of New York City until his death there in 1986. In college he was known as "Bloodbath" McGrath.
