 for two periods, from 2003 to 2006 and from 2009 to 2012. In 2010 he was elected President of the National Federation of Municipalities (FENAMM), where1,510 of the country's municipalities are grouped.

On March 26, 2011 he requested license to be excused as Mayor of Ecatepec, and the next day he registered as PRI’s candidate for Governor of the State of Mexico.

In the June 18, 2011 issue of the French magazine “Tetu", Mexican gay activist Agustín Estrada Negrete asserted that Eruviel Ávila Villegas was Estrada Negrete's former lover. After repeated death threats and harassment, Estrada Negrete fled to the United States in October, 2011 seeking asylum, saying “They did everything to silence me because it is important that Eruviel Ávila is not out of the closet.” He said that he was approached to negotiate his silence, “but after the rape I suffered, I do not want to negotiate.”
