in 1959. He was admitted to the Utah State bar.
In 1962, Howard began to work for the church legal department. He worked closely with Marion G. Romney
while in this position. He later wrote a biography of Romney.
Among his many assignments as a member of the first quorum of the seventy he served as president of the North America Southwest Area
and the North America Northeast Area.
