Per Høybråten was a Norwegian politician for the Christian Democratic Party.
From 1963 to 1966 he was the chairman of the Youth of the Christian People's Party
, the youth wing of the Christian Democratic Party. He served as a deputy representative to the Norwegian Parliament from Oslo
during the term 1973–1977. On the local level, Høybråten was a member of Oslo
city council
from 1967 to 1987, serving as deputy mayor during the terms 1975–1979 and 1979–1983. He chaired the local party chapter from 1981 to 1983.
