Ramirez was admitted to the Maryland Bar in 2001 and began a practice in his own name. He was elected as State Delegate in 2003.In the legislature
Ramirez was a member of House of Delegates from 2003 to 2011. Ramirez is also a member of the Joint Committee on Federal Relations and has served as a member of the Special Committee on Higher Education Affordability and Accessibility (2003–04), the Ways and Means Committee, (2003–06), the Ways and Mean's subcommittee on education (2003–04), finance resources subcommittee, (2003–06) tax & revenue subcommittee, 2004–06). Ramirez hasChair, Law Enforcement and State-Appointed Boards Committee, Prince George's County Delegation, 2007- (vice-chair, 2003–06). Member, Maryland Educators Caucus, 2005-; Maryland Veterans Caucus, 2005-. In January 2007 he proposed a bill that would allow illegal immigrants to attend college paying in-state tuition rates at public colleges and universities.In 2010 Ramirez defeated the incumbent senator from district 47 and now serves in the Maryland senate.
