Preliminary round

The first leg was played on 8 June 1980. The second leg was held on 22 June 1980. The winners advanced to the First Round. Guinea, Cameroon, Togo, Tunisia, Morocco, Zimbabwe, Ethiopia, Mauritania, Algeria, Nigeria, Ivory Coast, Egypt, Uganda, Central Africa, Kenya all received byes to the First Round.

The first leg were played on the 12ed April 1981. The second leg were played on ton the 26th April 1981. both teams qualified for the FIFA World Youth Championship 1981 Finals.
