On 14 July 1941, the order creating the Reserve Front gave the 28th Army's composition as follows:
Missing in Action (later circumstances of death were established by General), General VA J. Kachalov by Order № 270 was named as a traitor and sentenced in absentia. Only December 23, 1953 after the death of the brave commander of circumstances the Supreme Court overturned the order of the USSR № 270.
