The group stage
The division is split into four provincial groups, teams in each group play the other teams in the same group twice, home and away. The top two teams in each group qualify for the play-off stage. There can be exceptions from this, teams might play each other three or even four times in the league stage if few teams are participating.Current format
The play-offs are played in a knock-out format, teams are drawn together and play home and away, the winning team progressing to the next round. There is no away goal rule, if teams are drawn at the end of the second match, extra time is played. If after extra time teams are still drawn, penalties decide the winner. The final is a single match played on a neutral ground. The winner of the final is the 3rd division champion. Both teams that reach the final are promoted to the second division.
There's also a match played for the 3rd place where the losing teams from the semi-finals play. This is also a single match on a neutral ground.
Previous formats
In 1997 and 1998 the playoffs were played in a league format where all qualified teams played in the first two rounds. After the first two rounds the teams placed 5th and below dropped out and the top four teams played each other once but kept their points from the first two rounds. This meant that the top four would play five rounds and all others only two, giving a rather strange looking final table. The top two teams were then promoted to 2nd division. In 2000 the play-off stage was changed to the current format.
