Fogarty served as president of the Prince Edward Island Teachers' Federation from 1969 to 1970. He ran unsuccessfully for a seat in the provincial assembly in 1974. He served in the provincial cabinet at Minister of Health and Social Services from 1981 to 1986. Fogarty was Superintendent of Education for the province from 1993 to 1994. In 1997, he became executive director of the adult and community education institute at Holland College
