and formerly worked for Birmingham Council, before becoming Chief Executive on North Tyneside Council, and took over the top job at Wiltshire Council from Dr Keith Robinson.
Kerr was a former bronze medal winning 400m sprinter, at the 1977 European Athletics Junior Championship.
In May 2011, Kerr made headlines with an increase to his £189,000 salary whilst the Council cut 'hundreds' of jobs. Whilst initially defending his pay rise, after media and political pressure, Kerr turned it down with the following statement:
