Bernard D. "Bernie" Richter (7 Sep., 1931-25 Oct. 1999) was a Republican member of the California State Assembly. He served from 1992-1998.

Richter was an outspoken opponent of Affirmative Action and introduced a bill in the state legislature to end the practice in 1994.
