It was founded by the French in the early 19th century 1868 as a colonial district "Commune". It was given the name of Randon after the French Army general Jacques Louis Randon

, but the local population used to call the area "Besbes" which was given to the city as a formal name after Algeria's independence in 1962.
Besbes is located in the west of El Tarf Province, 24 km to the south of Annaba

families who own most of the surrounding farms.

In addition to the original berbere families like (Itim, Necib and Besbessi) who established in the area hundred years before the arrival of the French colonialists, other faith families like the jewish families (Nacer, Zemahri and Amrani) and the christian families (Doukani, Dhorbani and Djemil) did move to the village in the late years of 1800 (around 1890). Other herds of economic immigrants started to flow to the village after independence, such as from souk-ahras and other poor counties. Nowadays, Besbes is a city of more than 60,000 inhabitants.

Film maker Karim Traidia is from Besbes.
