Brigham McCown

Brigham A. McCown is a federal transportation safety expert and lawyer. Until 2007, Mr. McCown served as a Senior Executive at the United States Department of Transportation
Headquarters in Washington, DC. Appointed to that position by Transportation Secretary Norman Y. Mineta (D-CA), he helped shape the Nation’s laws, regulations and policies pertaining to transportation safety and security for the surface, maritime, pipeline, rail and aviation industries.
Mr. McCown served as the First Chief Counsel (General Counsel) for the Federal Motor Carrier Safety Administration
(FMCSA) where he was responsible for overseeing the enforcement and promulgation of all federal safety regulations pertaining to commercial motor vehicles, brokers, commercial motor coaches, the moving industry and the North American Free Trade Agreement

He also served as the first Acting Administrator (Interim CEO) and first full-time Deputy Administrator (COO) of the newly formed Pipeline and Hazardous Materials Safety Administration
(PHMSA) at the U.S. Department of Transportation. In this position, he was responsible for ensuring federal and state security and safety oversight of the transportation of hazardous materials by all modes of transportation. During his tenure Mr. McCown worked in the restoration of critical national energy infrastructure in the aftermath of Hurricanes Katrina
and Rita
and was awarded the Transportation department's highest medal for this service. Mr. McCown was also in his position during the March 2006 BP spill of over 270,000 barrels of oil on the Alaska North Slope which lead in part to the resignation of BP CEO Lord Brown Former BP Exec's Cash on Hold
A frequent CLE lecturer, safety consultant and regulatory author, Mr. McCown graduated in 1988 earning a Bachelor of Arts
degree in diplomacy
and foreign affairs
from Miami University
in 1988, and a law degree from Northern Kentucky University
in 1997.
Mr. McCown has served the public on active duty in Operation Desert Storm with the United States Navy as a Naval Aviator and continues to serve as a reserve officer.
