Power to make building regulations

The Secretary of State may for any purposes of : securing the health, safety, welfare and convenience of persons regards buildings conserving fuel and power preventing waste, undue consumption, or contamination of water protecting or enhancing the environment facilitating sustainable development or preventing and detecting crime
make building regulations in respect of: the design and construction of buildings the demolition of buildings services, fittings and equipment provided in or in connection with buildings.
