Gaisruck was born in Austria. He was elected the canon of the Cathedral chapter of Passau in September of 1788. In 1800 he was ordained a Catholic priest. The next year he became the auxiliary bishop of Passau

In 1818 he took possession of the archdiocese of Milan . On 27 September 1824 he was created a Cardinal. In the 1846 conclave, he was to present the veto of the Emperor of Austria against the election of Cardinal Mastai-Ferretti, but arrived too late; the latter had already been elected and taken the name Pius IX. Cardinal Gaisruck died on 19 November 1846.
