In 1946 after he had firmly established the "Instituto Bibliotecologico", Penna moved to "Biblioteca de Marina" and then in 1947 he assumed directorship of "Caja Nacional de Ahorro Postal" a banking institution which under Penna's guidance became an arm of the "Bibloteca del Congreso de la Nacion" (the Arentinian Library of Congress

In Carlos Victor's words, “scholarship and culture represent a precious source of national wealth. This is why in every development plan as well as all educational planning, to keep the individual well informed is an important means of encouraging economic and social development. In order to be educated and cultured, one need among other things, an efficient system of education, and an effective system of education is hardly conceived without a cultivated and systematic habit of reading. Reading presupposes the availability of books and consequently a library is needed. Without libraries, there can be no good primary schools, no efficient secondary schools and no productive universities. In the absence of libraries, it is not possible either to encourage and maintain a permanent education for adults….”
