is established by the Department of Higher Education
, normally by Act of Parliament, unlike most universities which are established by state governments.
The University Grants Commission
(UGC) lists 42 central universities, twelve of which were established in 2009. However, as Central University of Jammu was has not started operating , there are, in effect, 41.
