 residing within their borders and foreign nationals who are unable to obtain a passport from their state of nationality. Some states also issue certificates of identity to their own nationals as a form of emergency passport. Unlike refugee travel documents, holders of certificates of identity are, in general, not automatically entitled to be readmitted into the state which issued the certificate of identity.
