Hammes was born in 1898 in Falk, Luxembourg. After serving as a lawyer at the Luxembourg bar between 1922 and 1927, he made a career as attaché at the Ministry for Justice (1927-29); Magistrate (1929-30); Deputy State Prosecutor (1930-37); Judge at a tribunal d’arrondissement (District Court) (1937-45); Judge at the Cour supérieure de justice (High Court of Justice) (1945-52); Councillor on the Litigation Committee of the Council of State (1951-52); Professor Extraordinary at the University of Brussels; Member of the Council of State of Luxembourg

He died only two months after retiring from the Court of Justice in 1967.
