 resigned to take a seat on the State Employees Relations Board. Subsequently, House Republicans appointed Winkler to his seat. She went on to win her first full term in 1992, and won reelection in 1994, 1996 and 1998.

By 2000, Winkler was unable to run for a sixth term due to newly instated term limits, and was replaced by Bill Seitz

. In 2001, Winkler opted to run for a judiciary position on the 7th Municipal Court District, but lost. She has since remained active in politics, but has not held elected office.
