Faccani was born in Lugo, Italy and was ordained a priest on 10 April 1943. Faccani was appointed Titular Archbishop of Serra, as well as Nuncio to Kenya

, on 27 June 1983 and ordained bishop on 3 September 1983. He was appointed Apostolic Pro-Nuncio to Seychelles

 on 7 February 1985 and resigned on 14 May 1994. Faccani retired his post as Apostolic Pro-Nuncio to Kenya on 9 March 1996. From 2010 until his death he he remained Titular Archbishop of Serra.
