Cork Community TV

Cork Community Television is a community access TV Station on UPC Ireland
channel 803, broadcasting programmes made by, about and for Cork communities.
It launched on 28 May 2009 and is available to over 200,000 households across Dublin, Limerick, Cork, Galway and Waterford.
Different groups will require different levels of support (i.e. some groups already have some equipment but need training, others are starting from scratch). Also some groups wish to be involved in physically producing the programmes themselves, others will wish to work with Community TV personnel to produce their programmes.
Cork Community TV assists members and member organisations to secure funding from the Sound and Vision "Community in a Studio" fund, which is generated from the TV licence fee and administered by the Broadcasting Commission of Ireland (BCI). The Sound and Vision fund is a grant scheme designed to support the production of new television and radio programmes in the areas of Irish culture, heritage and experience and adult literacy
CCTv’s founding members are representatives of the community and voluntary sector and the community media sector who began meeting following the Pilot Week of Cork Community Television in 2005, to establish CCTv on a more permanent basis.
From its founding members, a voluntary Board of Management was formed to oversee the initial development of CCTv. There are currently 9 Board members of Cork Community Television (Siobhan O’Neill (chairperson), Emma Bowell (secretary), Karen Hogan (treasurer), Eddie Noonan, Margaret Desmond, Una Feely, Dave Whelan, Michael Hobbs, Audrey O’Mahony). There are currently over 30 members of Cork Community Television.
In December 2006, Cork Community Television first submitted an application to the BCI for a Community Content Contract under Section 39 of the Broadcasting Act 2001. This was provisionally awarded in 2007 and much work has been taking place since then to establish CCTv on a more solid footing. Some development funding was provided by Cork City Council in 2008 to enable CCTv to set up a premises and to prepare for transmission. On 14th May 2009, representatives from Cork Community Television signed the Community Content Contract with the BCI, which will be in place for 10 years.
Cork Community Television currently receives no core funding and has no staff working for it. It is being managed by the voluntary input of the Board of Management and a team of volunteer members. For Cork Community Television to develop as a channel, it needs to secure core funding and is currently seeking ways to do this.
Cork Community Television and its members have received some funding for programme production under the Sound & Vision scheme, run by the BCI. Communities in Blackpool, Bishopstown and Mahon have been involved in the production of the Corklore series, a series charting the rapid development of these areas. Two of the productions are completed, co-produced with the Northside Folklore Project and the Bishopstown Senior Social Centre. Several other documentary projects have been awarded funding under this scheme and are in various stages of production (more news anon). These include documentaries on the Cork Stonemasons, the North Infirmary and the Community Midwives in Cork.
Cork Community Television has been supported by the Arts Office of Cork County Council to develop ideas for arts programming on CCTv and will be running workshops on this later in 2009.
Cork Community Television is also involved in the Community in a Studio Project with the two other community television stations in Ireland (DCTV and P5TV
). In Cork this project will result in the production of studio-based programmes, which will be broadcast on the channel later in 2009.
Members are encouraged to get involved in different ways in Cork Community Television – by standing for election to the Voluntary Board of Management at the AGM, by attending workshops, by producing content for CCTv, by volunteering to assist in the running of the channel. As Cork Community Television develops into the future and receives funding, it plans to provide support, training, equipment and other resources to its members.

Cork Community TV promotes the widest possible distribution and use of programmes for non-profit use. Its own productions will be produced under a Creative Commons license that allows non-profit use, subject to recognition of source (see www.creativecomnmons.org). Cork Community TV also promotes sharing with other community channels.

Background

Company Information
Cork Community Television will be broadcast on Channel 803 on the UPC digital cable package. This is available in Cork city and its environs. Cork Community Television hopes to be able to broadcast in county areas in the future, either via UPC’s MMDS service and/or via digital terrestrial television. ). In Cork this project will result in the production of studio-based programmes, which will be broadcast on the channel later in 2009.
Membership of Cork Community TV
Membership of Cork Community Television is open to not-for-profit community and voluntary groups in Cork city and county and individuals who sign up to the aims and objectives of Cork Community Television. Annual membership fees are currently €50 for an organisation or €25 for an individual. Purpose of the Channel
Cork Community Television will only develop if communities get involved and produce content for the channel. To do this, groups need to be able to access equipment, training, resources and other assistance. Cork Community TV plans to be able to provide this, once it is adequately resourced itself.Objectives:
- To facilitate the production and broadcast of non-commercial programmes relating to community issues and to provide an accessible means of communication for our members
- To provide equipment, training and resources and to meet the needs of our members, subject to such funding being made available to Cork Community Television
- To encourage participation in all aspects of providing the service and in turn in to encourage participation in the governance and development of Cork Community Television
- To promote equality and social justice and to challenge instances of inequality and social exclusion
- To encourage creative expression in our members
- To encourage diversity in membership and programme content and to ensure a pluralistic society is represented
- To operate in a democratic and fair manner, using co-operative principles
- To ensure that the channel on which the community content is broadcast is free from censorship and control of programme content, except to comply with statutory codes and standards
- To explore new and emerging technologies in the development of community television
- To advocate for community television on a local and national basis
- To develop partnerships with various agencies and other bodies in relation to building community television in Cork
- To establish and maintain an archive of programmes broadcast on the community channel
