Born in Winchester, Iowa, Hanford read law to enter the bar in 1875. He was a Commissioner, U.S. District Court for the Territory of Washington from 1875 to 1876. He was in private practice in Seattle, Washington Territory from 1875 to 1889. He was a member of the Territorial Council, Washington Territory from 1877 to 1878. He was an assistant U.S. Attorney of the Territory of Washington from 1881 to 1886. He was a City attorney of Seattle, Washington Territory from 1882 to 1885. He was a judge on the Washington Territorial Court in 1889. He was in private practice in Seattle, Washington
