Cui Liang is a fictional character in Luo Guanzhong
's historical novel Romance of the Three Kingdoms
. He was the Administrator of Anding

commanderies first to prevent them from sending reinforcements to Nan'an. He ordered Pei Xu (裴緒) to disguise himself as a Cao Wei general who managed to break out of the siege at Nan'an. Pei went to Anding and convinced Cui Liang to lead his army to Nan'an and help Xiahou Mao.
Along the way, Cui's army was ambushed by Shu Han troops and he was shocked and immediately ordered a retreat back to Anding. However, Zhuge Liang had already sent Wei Yan
to capture Anding while Cui was out. Cui decided to feign surrender to Zhuge when he was surrounded by the enemy. He offered to persuade Yang Ling, Administrator of Nan'an, to surrender to Shu Han, but was actually planning to join Yang and Xiahou Mao. Cui passed a fake message to Zhuge later, saying that Yang had agreed to surrender, while secretly plotting with Yang to lure Zhuge into a trap. However, Zhuge saw through the ruse and both Cui and Yang were slain by Zhang Bao and Guan Xing
respectively, while Nan'an was taken and Xiahou Mao was captured.
