. Cuyahoga is one of only two of Ohio's 88 counties not governed by a three-member commission. The council and related government structure were created by means of a charter approved by the county's electorate on November 3, 2009, and became effective January 1, 2011.

Council members are elected from the county's eleven districts to four-year terms. The size of the council is fixed at eleven; however districts are to be re-evaluated following each decennial federal census
