scandal. Held was an advisor of Saif al-Islam Gaddafi, son of Libyan leader Muammar Gaddafi
, who received his PhD from LSE in 2008. According to the Wall Street Journal, in 2009, Professor Held introduced Saif at lecture at the LSE as "someone who looks to democracy, civil society and deep liberal values for the core of his inspiration." As early as 2009, a watchdog organization reported that Saif al-Islam Gaddafi had hired the services of the Monitor Group, a Boston-based consulting company that includes at least two well-known former British spies among its ranks, to conduct interviews required for his thesis. It was also revealed that the LSE accepted a donation of £1.5 million from the NGO of Saif Gaddafi.
David Held issued a personal statement in reaction to the allegations, saying that "in many discussions and meetings I encouraged the development of [Gaddafi's] reform agenda and subsequently sought to support it through research on the North Africa Programme funded by the Gaddafi International Charity and Development Foundation" at the LSE. In October 2011 Held resigned from his post at the LSE, and was quickly offered a prestigious post at Durham University. Published a few weeks after his resignation, the Woolf
report on links between the LSE and the Libyan regime was "highly critical" of Held, noting the concerns of LSE colleagues that "he was 'quite emotionally connected to Saif' and that in his presence 'one couldn't have said a word about Saif Gaddafi'".
