In the years 1966 to 1968, he served in the United States Army
in Vietnam.
Although an unsuccessful candidate for nomination in 1974 to the Ninety-fourth
Congress, Cornwell was elected as a Democrat
to the Ninety-fifth
Congress. He served from January 3, 1977 to January 3, 1979, but was an unsuccessful candidate for reelection in 1978.
Since he left Congress, Cornwell has worked in governmental and international relations. He is a resident of Annapolis, Maryland
