Directly Operated Railways Ltd (DOR) is the name given to a holding company
set up by the Department for Transport
in the United Kingdom
. DOR took over the running of services on the East Coast franchise from 13 November 2009 and operates under the trading name of East Coast
through its subsidiary East Coast Main Line Company Ltd (ECMLCo).
The DOR company was initially set up so that the government could assume control of the East Coast franchise from the private franchise holder National Express East Coast
. National Express was found to be in default of the franchise conditions by the government and the operator contract was terminated.
According to a leaked briefing document, DOR will act as the parent organisation for any other TOCs
that re-enter the public sector
in the future.
