. He received a B.S. from University of Missouri
(Columbia) in 1964, and a J.D.
from that university's law school in 1967. He moved to Memphis, Missouri
, and served as a prosecuting attorney for several counties in Missouri: for Schuyler County from 1967 to 1975, for Scotland County from 1969 to 1971, and for Putnam County in 1968. He was also a circuit court judge for the first Judicial Circuit of Missouri from 1979 to 1996.
Webber was a federal judge to the United States District Court for the Eastern District of Missouri
