The 2011 elections to the Parliament of Navarre were the ninth elections to the unicameral
regional legislature of the Spanish autonomous community
of Navarre
. The elections were held on 22 May 2011 to elect the 50 members of the parliament.
Voting wais on the basis of universal suffrage
in a secret ballot
. The electoral system used was closed list
proportional representation
with seats allocated using the D'Hondt method
. Only lists which polled at least 3% of the votes (including votes "en blanco" i.e. for "none of the above") were eligible for seats.
The Navarrese People's Union
(UPN) had formed the government of the region since the 1991 elections. From 1991 onwards the UPN functioned as the regional sister party for the People's Party
(PP), Spain's main conservative party. As part of the pact the PP did not contest elections in Navarre. The pact ended in October 2008 following a dispute over a budgetary vote and the election was the first regional election at which the PP had stood against the UPN.
The results saw the UPN remain the largest party, although it lost three seats. The Spanish Socialist Workers' Party
(PSOE) and Nafarroa Bai
also lost ground, while the Democrats Convergence of Navarre (CDN) lost their parliamentary representation. Bildu
and the PP both gained seats and entered the parliament for the first time, while United Left
gained a seat.
One of the first tasks of the Parliament will be to elect the President of Navarre from among their number, with a simple majority of members required. If no candidate obtains this majority 90 days after the first parliamentary session, then the head of the list for the largest party will become President.
