Kaurna was created in the 1991 electoral distribution as a marginal seat for the Australian Labor Party
, replacing the abolished Baudin. It was first contested at the 1993 state election, where it was won by Liberal
candidate Lorraine Rosenberg as part of a large swing throughout the state. However, she was swept away in 1997, with John Hill
reclaiming the seat for Labor. Hill retained the seat in 2002, increasing the margin beyond 10%, and was promoted to the environment portfolio thereafter.
