At first, the organization was a loose group of nongovernmental organizations, universities and others who shared an interest in seeing a strong treaty

with a representative office in Washington, DC.
The Board of Directors
represents all six World Health Organization
regions. Membership is free to any organization which shares FCA's vision for tobacco
control.
FCA's vision is a world free from the devastating health, social, economic and environmental consequences of tobacco and tobacco use. Its mission is to help develop and implement the FCTC as the basis for effective global tobacco control
.
In its Strategic Plan, 2010-2013, FCA listed five strategic priorities:

- Promote and support tobacco control as a global health priority through the development and implementation of the FCTC, its protocols and guidelines;
- Strengthen and influence the FCTC process;
- Mobilize and strengthen civil society’s capacity, regionally and locally, in support of the FCTC;
- Monitor the implementation of the FCTC, its guidelines and protocols;
- Strengthen FCA’s institutional capacity to enable it to meet these priorities.
