which begins with a television reporter investigating a supposedly abandoned warehouse. Inside the warehouse is actually a secret lab that houses a mad scientist
named Dr. Max Enstein. Libby, the hard-working news reporter, radios in her news station and tells them briefly of her discovery before being captured by Enstein. Dr. Enstein forces Libby to watch as he creates a boy robot named Frank. All is not according to plan because Frank is unsuccessfully modeled after action-movie stars (a thinly veiled amalgamation of Arnold Schwarzenegger
characters) and ends up looking very similar to the classic 1933 Frankenstein monster. Enstein sends out Frank as a revenge against the Atlantic corporation for stealing his idea for a water-fueled car. Frank must recover the stolen secret formula for the water-fueled car (which he ends up driving and crashing). He brings back the stolen formula only because he discovers that Libby is still being held hostage and is threatened by Enstein. He ends up rescuing Libby while devolving Enstein into a baby by way of one of his machines. The story concludes with Libby, Frank and Enstein playing on a see-saw in the park.
