The player uses the joystick to move their character left or right, as well raise or lower their aiming cursor. The game has a standard shoot button, as well as a "super weapon button", which destroys all enemies in an area but has limited usage. , as the player can see and follow the G.I. Joe character. The scene on the screen continually moves forward, and the player has no choice but to keep maneuvering from left and right. Up to four gamers can play at the same time.

The object of the game is to find Cobra's hidden base, and prevent Cobra Commander from taking over the world. There are four selectable characters for G.I. Joe; they are Duke, Snake Eyes, Scarlett, and Roadblock. Each character is armed with a gun and a missile launcher. The gun has unlimited ammunition. The missile launcher comes with five missiles, and can hold no more than nine. Depleted missile supplies can be replenished by finding power-ups located throughout each stage of the game.

The player will encounter several boss characters on their way to Cobra's secret hideout. They include the Crimson Twins, Major Bludd, The Baroness, and Destro, among others. The final battle takes place between the G.I. Joe team and Cobra Commander. Up to four players can play in simultaneous same-screen action. Each character begins with five lives. Additional lives can be obtained by inserting more credits.
