George Avis Fulcher was born in Columbus, Ohio
on January 30, 1922. He was ordained a Roman Catholic Priest in 1944 in the Roman Catholic Diocese of Columbus
. He moved throughout the Ohio area throughout his pastoral career. He was appointed Auxiliary Bishop of Columbus in 1976. He was also appointed Titular Bishop of Morosbisdus in 1976. It was in 1983 that Bishop George Avis Fulcher was appointed by Pope John Paul II

. Fulcher served as bishop of the Lafayette diocese for only about one year. Fulcher was 62 years old at the time of his death.
